Abstract : This paper reports on baseline findings from a study of two programs for AIDS-affected children and their families implemented by PLAN International in the Luwero and Tororo districts of Uganda. It presents selected program and policy recommendations that emerged from the study that seek to identify effective ways to meet the needs of children affected by HIV/AIDS both before and after parental death.
