Abstract : In 1994, governments attending the International Conference on Population and Development (ICPD) recognized the need to improve reproductive health. Since then, most Latin American countries have initiated programs to develop reproductive health services and make them available to the majority of men and women. This was not easy, given resistance by the Vatican and other conservative sectors that viewed this as promoting abortion and "liberal" sexuality. Promotion of emergency contraception (EC) reopened the debate, partly because of the term "morning-after pill". The term creates confusion because some claim it has an "abortive" effect on implantation of a fertilized egg cell. EC actually has a contraceptive effect because its fundamental mechanism prevents fusion of the egg cell and sperm. (author's)
